Jill was born and educated in Launceston Tasmania, where she completed arts studies and teaching qualifications that included an overseas study tour, later acquiring a Master of Contemporary Arts degree at the University of Tasmania.  She has a background in small business, specialist exhibitions and conservation, and  interests that reflect her association with the Queen Victoria Museum and Art Gallery and the Launceston Art Foundation.  Jill was appointed as a member of the Tasmanian Arts Advisory Board in 1986.

Jill was Head of the Art Department Launceston Church Grammar School and Director Launceston Gallery.

Held six solo exhibitions in Launceston and Hobart in 2004-2010 and has exhibited in selected group exhibitions which include, Claudio Alcorso Foundation, Queen Victoria Museum and Art Gallery, Campbell Town City Art Gallery, Blake Prize for Religious Art and Touring Exhibition, Crafts Council Gallery, WA, Tamworth Regional Gallery. In 2015 Jill has exhibited in the Mosman Art Gallery and the Manly Museum and Art Gallery, Sydney.

Publications include Crafts Arts International #22 - #27.  Textile Fibre Forum #37 - #89,  Sydney Morning Herald Art, December  '91.

Collections include Queen Victoria Museum and Art Gallery, St. Peters Cathedral SA.  Banque National de Paris, Syd.  Permanent collections Devonport and Burnie Galleries, and LCGS, Tas.  Artist collections Sydney, Melbourne, Perth, Hobart, Launceston, Tokyo.
